The BSEE Offshore White Book Builder generates a vessel- and operation-specific Bureau of Safety and Environmental Enforcement (BSEE) regulatory reference PDF directly from the U.S. Electronic Code of Federal Regulations (ecfr.gov). Select your operation type -- Drilling Operations, Production Operations, Well Intervention, or Decommissioning -- and the extension fetches the relevant subparts of 30 CFR Part 250 plus four universal BSEE parts, assembles a complete PDF, and saves it to your Downloads folder.

Every generated Offshore White Book includes four universal 30 CFR parts required across all OCS operation types: Part 250 Subpart A (General Provisions), Part 250 Subpart B (Bonds and Insurance), Part 254 (Oil-Discharge Financial Responsibility), and Part 290 (BSEE Appeal Procedures). These are combined with the operation-specific subparts of Part 250: Drilling operations receive Subparts D, F, G, and J (drilling, completion, well operations, casing); Production operations receive Subparts H, I, and W (platforms, production safety systems, pipeline safety management); Well Intervention receives Subparts G, Q, and S (well operations, SEMS, safety devices); and Decommissioning receives Subparts Q, S, and X plus Part 256. Every fetch retrieves live text from the official eCFR API.

Add your company or operator name and it appears on the cover page alongside the operation type designation. The result is a current, operation-appropriate regulatory reference for offshore operators, drilling contractors, well intervention crews, production engineers, BSEE inspectors, and environmental compliance personnel. Covers both fixed platforms and floating facilities operating on the U.S. Outer Continental Shelf.
