Looking for extension that does what this does, just need it to persist the positioning of the crop until user changes it on their own. This way can screenshot same position while switching pages and make sure all screenshots are always sized the same by the positioning persisting. Will I have to build my own?

Windows Snipping Tool does this. It would be better if after crop it opened a image search into different search engines for the cropped selection automatically after letting go.
