Enables web-based clients (Helvetia) to trigger and launch native desktop applications on the user's machine.

1. User interacts with Helvetia Web Client (hosted on helvetia.com or Salesforce). 2. Web client dispatches a 'send-message-to-dispatcher-event'. 3. content.js captures this event and sends the payload to background.js via chrome.runtime.sendMessage. 4. background.js forwards the message to the native host 'ch.helvetia.dispatcher' using chrome.runtime.sendNativeMessage. 5. The native host processes the message and launches the specified local application.
