Augment Stack Overflow’s “Create a custom filter” button to work even when a filter is already applied.

On some pages with an active custom filter, the “Create a custom filter” button looks clickable but does nothing. This extension patches that specific case so the filter editor opens as expected—usually without a full page reload.
