Opts users out of Google's interest-based advertising (IBA) by managing DoubleClick cookies

Prevents Google from showing interest-based ads on partner websites by persistently setting an opt-out cookie on doubleclick.net and removing the tracking IDE cookie

User installs the extension once. The background service worker automatically sets the doubleclick.net 'id' cookie to OPT_OUT and removes the IDE cookie. It continuously monitors cookie changes via chrome.cookies.onChanged to maintain the opt-out state permanently with no further user interaction.
