O roteiro que tinha não era muito detalhado e não informou uma questão importante que inviabiliza a instalação, se não for considerada: a geração do pendrive (de preferência vazio) precisa ser como USUÁRIO ADMIN do Windows, senão ele aparentemente "trava". E lembre-se: a geração do pendrive você faz no Chrome de uma máquina boa e sem problemas. Parece óbvio, mas alguns usuários ficam em dúvida se precisa ser na máquina onde ele vai ser utilizado. Respeitando as regras, funciona muito bem! ;)
