Provides cultural enrichment by showing a beautiful artwork each time a user opens a new Chrome tab, replacing the default new tab page

Extension overrides Chrome's new tab page (chrome_url_overrides). Background service worker fetches artwork data JSON from gstatic.com/culturalinstitute/tabext/imax_2_2.json and caches it. When user opens a new tab, the newtab page renders a curated artwork with title, artist name, and attribution. User can click 'Change' button to rotate artwork, click artwork description to visit Google Arts & Culture for details, or use settings to toggle top sites/apps buttons and artwork rotation frequency.
