Just press the escape key [esc]... and press again to restore.
To change the shortcut, go to chrome://extensions/shortcuts
Works by taking a screen shot and layering it over the page... unfortunately it can't do a full screen shot (see crbug report 45209), so it re-updates when you scroll or resize the window.

It doesn't work...
Doesn't work at all for Google+ animated GIFs.
It didn't work for me at all in Chrome 34. I sure hope the author updates it, because the inability to stop animations in Chrome can be maddening!
it dose nothing
Not perfect, but works.
Doesn't work. Stops animations temporarily, but they start up again if you scroll.
May not be perfect but works good enough to stop being driven crazy by annoyance.
Blurs text. Whole point is to stop animations so I can read the page comfortably. Failed at that.
Useful for what i needed to do
Press ESC to stop ALL animations, video, Flash, HTML5 canvas, GIFs. What's not to love?
