Right-click at somewhere on web page to manually set character encoding. The selected character set will automatically apply to all pages on the same site. Select "Use page default" to cancel it. This extension modifies http response headers to override original character set, so when installing Chrome will say "it can read and change all your data on the websites you visit". Just let it go because that is exactly how it works.
Starting from V0.4, it supports changing encoding of local files, but you need check 'Allow access to file URLs' in extension manage page.
Starting from Chrome 72, old versions will stop working because new Chrome requires extensions to request for extra permission to modify response header. Please use V0.51 or later.
To anybody who reports "not working", please share the URL of the page that is not working. We will try our best to make it work for you.

Not working, still seeing the URL encdoing
UTF-8で書かれたテキストファイルがどうしても文字化けするのを、この拡張機能のおかげで正常に表示できるようになりました。 HTMLファイルなら、ヘッダにきちんとcharsetを書けばいいのだろうけど、単なるテキストファイルの時には自動判別が効かないのかいつも文字化けしていたのが、ようやく解決しました。

Génial ! Je suis bloqué dans Vivaldi 1.0.435.46 (dernière version disponible pour Windows XP) et le site de JASRAC a un charset de MS932 au lieu de Shift_JIS qui fait planter ce vieux Chrome. Après avoir tenté de résoudre le problème par user script (charset impossible à redéfinir en JavaScript), j’ai trouvé cette extension qui se souvient que je lui demande Shift_JIS pour JASRAC et qui affiche bien le site ! ※ https://github.com/jesus2099/konami-command/issues/360
change to UTF-8 but nothing changed. Firefox shows content in UTF-8 successfully
I don't know why chrome 55 has to remove the coding function, but the daily encounter with messy code page is annoying, and I thank the author for helping me solve this problem.
