It's a little janky, but it does work for youtube. Youtube's own auto-translate has been broken on-and-off for several months now, so this is a good workaround. This extension doesn't translate the audio itself, the video has to already contain subtitles for it to work, so it won't work for live streams. The interface does the job but is a little odd - clicking the icon at the top tries to open a menu but you only see a small blank square. The working menu is the icon in the bottom right of the video. You need to select the subtitles for it to use, then choose your language. The translation is slightly different to youtube's auto-translate, even though both are using google, and sometimes the extension translation is better.
