Extension Features:

The interaction with Hangouts is not clearly defined, but the controls are better for switching between the two apps
Installed it on my Chromebook because my hubby's cellphone died and I lent him mine. Most services assign you a phone number, however Google in their stunning wisdom made a service where you need an existing phone number to call from. Moreover, they actually text verification *TO* that phone! IF I had my cell on me at the time, I wouldn't have downloaded this worthless waste of time. Seriously, that's just ...stupid.
Last updated 2013? Wow, really devoted to keeping this up to date, huh? The sound does NOT play when a text comes in. Junk.
This works well so far on an old chromebook pixel. Built in hangouts app does not do voice and it is nice to have the icon and quick display with links in the corner of the chrome web browser. With the links it is handy and it shows the last three sms conversations. The interface shows just the phone number when sending though instead of the contact's name too.
I HAVE a google voice number. Yet when I click on the extension I get "The Chrome extension only works with Google Voice accounts that use a Google Voice number or use voicemail." and there is no way to correct this in settings.
Notification count never seems to sync up properly no matter how many times I tried to clear extension data and refresh. It doesn't work nearly as well as the hangouts extension in usability and the hangouts extension wasn't that great to begin with.
Update: Excellent! Google has updated this extension for the first time in about 7 years! Glad to see it's getting some attention! I hope they are continuing to work on this so that it has similar voice calling functionality and texting interface to Hangouts since that will probably be going away soon. Thanks Google! I have a feeling that with the changes that they have made with Google Voice and Hangouts, Google is going to eventually remove GV functionality from Hangouts (I think Hangouts is great and I hope they don't) which means that I will have to use this sad, outdated extension. I hope that if they do make that change that they first update this extension to match the new look and functionality of the website. Also, if that's the way things go down, it would be amazing if Google Voice conversations in Hangouts copied over to the new Google Voice app.
