Chrome doesn't allow you to configure a new tab URL.
It always opens its New Tab Page with a search bar and some browsing history.
With this extension, you can use the options page to store a link to a page or even a path to a local file that will be loaded when a new tab is created.
It is very lightweight and easy to use!
For people who prefer dark mode, try enabling the following Chrome builtin flag:
chrome://flags/#enable-force-dark

how do i actually use it??????
I wish there was an option to set if I want to focus on the web page or the address bar, but it's light, not requesting unnecessary permissions, I'll take it :)
Does what it says. Other "new tab" extensions I've tried will refresh your page, so if you open a new tab and start typing a URL, your entered text will get deleted on the refresh. This extension doesn't do that, making it much smoother to open a new tab and immediately start typing.
